As the name implies, this building was designed to withstand extreme conditions generated by either nature or man. The concrete frame building is clad with thick pre-cast concrete panels with few penetrations, creating a hardened shell exterior. On the upper level is seen from the parking area while the lower level is recessed below ground elevation. Consequently, visitors enter through a glassed entrance on the second level. This area is a 2-story public lobby for map sales and public functions. The remainder of the building houses offices for Emergency Operations Center, FEMA, the Governor’s Command Center and a media briefing room.
