State of Texas / Horne LLP (Program Manager)
In a four-day period, many areas received more than 40 inches of rain as the system slowly meandered over eastern Texas, causing unprecedented flooding. With peak accumulations of 60.58 in, Harvey was the wettest tropical cyclone on record in the United States. The resulting floods inundated thousands of homes and displaced more than 30,000 people. RAC worked in the capacity of Construction Manager for the rebuild of the flood-damaged homes under the Partial Repair and Essential Power for Sheltering (PREPS) program. RAC repaired approximately 100 homes per week with an average construction value of $11,000 per home.
